What is A2P 10DLC

  • In 2003 the United States government passed the Can-Spam Act. It applies penalties, and outlines what must be done to send out mass email distributions. One of the big tenets was an Opt Out capability, so people could say they didn’t want to receive any future emails.


  • Can-Spam didn’t work, as we all know. All the bad spammers just sent emails from mail servers overseas.


  • The FCC and all US and Canadian cellular carriers have just implemented a similar program, to cut down on the spamming of text messages. It is called A2P 10DLC.


  • A2P 10DLC will probably work. A spammer has to use the cellular carriers to deliver the text message. The cellular carriers, along with the FCC, determine who is allowed to send a text message on their network.


  • Any organization, large or small, will now be required to provide extensive information to their SMS service provider, before sending Internet-based text messages.


  • The information submitted for FCC and carrier approval includes the following:

    • Federal Tax ID number

    • Reason for sending text messages

    • Estimated volume of text messages

    • Your organization's assurance that every person receiving the text message has agreed to receive it

    • A copy of your organization's Terms and Conditions

    • A copy of your organization's Privacy Statement
